APPLICANT REQUESTS THAT: 

 

1. His DD Form 214, Certificate of Release or Discharge from 
Active Duty, Block 12f, Foreign Service, be corrected to reflect 
his Foreign Service time in Afghanistan. (Will be 
administratively corrected to reflect two years and six days of 
Foreign Service.) 

 

2. His records be corrected to show entitlement to the Combat 
Readiness Medal with one Bronze Oak Leaf Cluster (CRM, 1 BOLC).

APPLICANT CONTENDS THAT: 

 

According to a letter written by the BCMR Medical Consultant, 
dated 24 May 10, the BCMR Medical Consultant stated his CRM was 
not reflected on his DD Form 214. However, since he received 
the CRM in a memorandum dated 11 Aug 05 from his commander, he 
assumes this would be his second CRM, which he has not received. 

 

In support of the application, the applicant provides copies of 
his DA Form 4980-14, Army Commendation Medal, DA Form 638, Recommendation for Award, and a letter from the BCMR Medical 
Consultant, dated 24 May 10.

STATEMENT OF FACTS: 

 

On 2 Jun 99, the applicant entered the Regular Air Force and was 
honorably discharged on 13 Aug 08. He is credited with 9 years, 
2 months, and 12 days of active service. 

 

His DD Form 214, Certificate of Release or Discharge from Active 
Duty, reflects he was awarded the CRM. 

 

The applicant’s DD Form 214, issued in conjunction with his 
13 Aug 08 separation, reflects he was credited with one year, 
seven months, and five days of Foreign Service. Further, 
Block 13, Decorations, Medals, Badges, Citations and Campaign 


Ribbons Awarded or Authorized, reflects award of the CRM. The 
applicant provided a letter in which his commander authorized 
the CRM for the period 5 Sep 02 to 5 Sep 04. 

 

The CRM is awarded to members of the U.S. Air Force and Air 
Force Reserve and to members of other services after 1 Aug 60, 
for sustained individual combat or mission readiness or 
preparedness for direct weapon-system employment. Specifically, 
a service member must meet the following criteria: complete an 
aggregate 24 months of sustained professional performance as a 
member of the U.S. Air Force combat or mission-ready units 
subject to combat readiness reporting; or be individually 
certified as combat or mission ready and have maintained 
individual readiness the entire period according to a major 
headquarters; or subject to an individual positional evaluation 
program according to a higher headquarters standard. 

 

The Directorate of Assignments has indicated the applicant’s 
records will be administratively corrected to reflect his 
Foreign Service as two years and six days for his service at 
Camp Humphrey, Republic of Korea, from 5 Sep 02 to 20 Sep 03, 
for 1 year and 16 days; Forward Operating Base Spiecher, Iraq, 
from 29 Aug 05 to 10 Mar 06, for 6 months and 11 days; and 
Bagram, Afghanistan, from 1 Feb 08 to 9 Jul 08, for five months 
and nine days.

AIR FORCE EVALUATION: 

 

HQ AFPC/DPSIDR recommends denial. DPSIDR states they were able 
to verify the applicant’s entitlement to the CRM; however, they 
were unable to verify his entitlement to the CRM, 1 BOLC based 
on the official documentation contained in his master personnel 
records.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was timely filed. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. We note the 
applicant’s DD Form 214 reflects his entitlement to the Combat 
Readiness Medal; however his records are void of any 
documentation reflecting an additional entitlement to this 
medal. Further, we note his records will be administratively 
corrected to reflect two years and six days of Foreign Service. 


Therefore, we agree with the opinion and recommendation of the 
Air Force office of primary responsibility and adopt its 
rationale as the basis for our conclusion the applicant has not 
been the victim of an error or injustice. In view of the above 
and in the absence of evidence to the contrary, we find no basis 
to recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
